June 8, 2010 – Bucharest – IBA Group, one of the largest IT service providers in Central and Eastern Europe, has become the hundredth company registered in the catalogue ITOlist.eu. Among the hundred registered companies which provide outsourcing services, there are 33 companies from Ukraine, 25 companies from Romania, and 10 companies from Belarus.  The Central and Eastern European (CEE) region is one of the most fast-developing providers of nearshore IT outsourcing services for the EU countries and offshore IT outsourcing services for the American and Asian countries.  

A major objective of the catalogue ITOlist.eu is to create a full base of IT outsourcing service providers from Central and Eastern Europe that will allow consumers to facilitate the search of the right partner. The catalogue ITOlist.eu includes company profiles with information about companies, their services, technologies, clients and projects. The providers are able to add video presentations and publish advanced company profiles. The clients are able to use the multilevel search, view provider profiles, send requests for collaboration or IT projects implementation.

The boon and Rise of IT Outsourcing in Europe


With the epoch-making advancements in the field of technology and Internet, there has been a numerous transformation in almost every possible realm. Today, the mode of communication has become faster and cheaper and much more advanced at the global scale and this undoubtedly, is the handiwork of technology. Even day, the globe is blessed with a series of technological advancements and newer development. With the passage of time, the boon of technology, to be precise, Information Technology, has overshadowed the traditional practices and replaced them with newer trends that were once considered ‘bohemian’ or rather were beyond human imagination. As communication via World Wide Web and mass information has become a matter of ease, every nook and corner of the world has become well connected like never before. Today, Information Technology works hand in hand as per the changing needs of global economy. And to be at par with these changes, IT firms have restored their faith in the concept of Outsourcing. Last decade has witnessed Outsourcing growing in a breakneck pace, allowing the global business processes to become more precise and secure. High-tech outsourcing to foreign destinations such as Eastern Europe and United States has been growing rapidly. High-tech employees such as engineers, web designers and programmers are in high demand in the U.S. and Western Europe. According to the newest Industry Report from the Central and Eastern European Outsourcing Association, IT outsourcing Europe has climbed up to 3.7 billion Euros annually.

Literally speaking, the domain of Outsourcing is vast. Various types of IT Services can be outsourced. It can be operational, technological, financial and more. Operational Outsourcing seeks to improve service quality, develop and maintain stronger systems and in the process, reduce the efforts for real business. The technological benefits of Outsourcing include being at par with changing technology, improving the quality of IT services and increase the IT efficiencies. Financial Outsourcing tends to bring IT costs in control.

IT outsourcing Europe is a huge business today. Keen to adopt the cost-cutting measures, Western European companies have been assigning tech projects eastward. For instance, Deutsche Bank has some of its software developed in Ukraine, while Siemens has a research and development center in Romania. According to the report, Europe Outsourcing has yielded superb results and hence they are increasing them in numbers. Most of the European companies tend to opt for outsourcing destinations closer to home and there are certain reasons behind it. The reasons are as follows:

 

Similar Culture – The European Companies find it beneficial in having the people to serve their customers who are familiar with their culture, i.e. European culture. Being in the same time zone adds to the benefit.

 

 

Similar Language: Perhaps, language is the biggest consideration herein. Linguistics varies from region to region in Europe and English is not the only language the Europeans speak. And hence, for a better mode of communication, the trend of Europe outsourcing is ‘nearshore’.

 

The trend of IT outsourcing Europe can be classified under three heads:

Project Based outsourcing: The most common type of outsourcing followed in Europe. Herein, a vendor company is hired to run or assist in completing a specific, (usually long-term) project. When the project and all follow-ups are concluded, the hiring company gets over with the contract with the nearshore outsourcing company.
Dedicated Development Center (DDC): It is the most growing strategy of that Europe outsourcing companies follow. Inexpensive in terms of cost, this Outsourcing strategy works well in a long-term relationship approach. In this, full-time developers work exclusively on client projects for a prolonged period of time. Technically these people work for the vendor company, but it is like having a virtual extension of the client office in the nearshore country.
Captive operations: In this type of outsourcing, the company sets up its own office in the nearshore location, especially the eastern countries in Europe. There they hire native workers, but the management team is from their own country. Although a risky strategy in terms of investment capital that is required, as well as operational efficiency and organizational issues, this strategy is apt for large multinational companies.

In IT outsourcing Europe has witnessed tremendous financial benefits. Outsourcing has not only controlled the expenses related to the various IT processes but have also guaranteed completion of the project within the stipulated deadline. Adhering to the corporate demands of the client to issue the deliverables within fastest possible time, many European firms have been successful in addressing the immediate requirements, and provide the most suitable solutions to their clients.

IT outsourcing has definitely become more and more common in the global market. And with the IT outsourcing Europe has got a havoc feedback, whereby, remote employment has emerged to be the most effective way to save on the office space and cost and at the same time, helps the firms to maintain a steady working routine. Companies that tread on the road of hiring high-tech professionals in Ukraine, Russia and other east European countries are strengthening their competitiveness every day. Outsourcing of work has seen an increased growth of European economy and is sure to bring even more good results for European nations.

CEEOA are to host a set of webinars on presentation of IT outsourcing potential of the Central and Eastern European countries


16 December, 2009 –  Kiev – Central and Eastern European Outsourcing Association are to host a set of webinars designed to present IT outsourcing potential of the largest countries from Central and Eastern Europe. The webinars are scheduled for January 2010 through March 2010 and will provide the presentation of  the opportunities for IT outsourcing development in the countries of the CEE region – Ukraine, Romania, Hungary, Lithuania, Poland, Bulgaria. The national industry associations will host the separate webinars on each country presentation.

The main objective of the webinars is to popularize the Central and Eastern European region as a provider of offshore and nearshore outsourcing IT services. The participants of the webinars will be able to receive the detailed information about each country from the region, learn the advantages of business setting up and development in the countries, level of attainment and number of the graduates of IT professions. The speakers will present the main centers of IT outsourcing in the countries and the most significant case studies.

The webinars are intended for  the audience of outsourcing services consumers, who are looking for the opportunities to collaborate, set up R&D offices in the CEE countries, and those who are interested to start working in the IT outsourcing industry.

Mr. Saulius Masalskis, Chairman and Managing Director of Baltic Outsourcing Association, noted, “It is our first series of online presentations on the general overview of the CEE countries, but we intend to hosting the webinars on continuing basis with the detailed reporting about the separate market segments and presentations from the leading CEE companies. The series of webinars will consist of 6 independent webinars, first of which will be held on 13th of January.

Council of European Informatics Professional Societies is supporting “Central and Eastern Europe IT Outsourcing Review 2008”


“Central and Eastern Europe IT Outsourcing Review” is the project of the Central and Eastern European Outsourcing Association (CEEOA). The main objective of this research is formation of the complete view on the potential of CEE region – the promising cluster for nearshore IT outsourcing for the Western European countries and offshore IT Outsourcing for the US.  “CEE IT Outsourcing Review” is one of the few public researches which covers the situation on IT outsourcing market in the Central and Eastern European countries and is a good information source for those who are willing to find IT outsourcing services providers in the CEE region.

As a professional body, CEPIS is actively involved in promoting Professionalism in IT practice amongst its Members. This occurs through regular European-wide events and specific publications including UPGRADE , the computer science journal for informatics professionals CEPIS is committed to supporting the development of Education and Research into Informatics in the academic field and the promotion of Professional Skills certifications, including EUCIP. These three focus areas of Professionalism, Education & Research, and Skills form the core activity of CEPIS in achieving its mission of improving and promoting high standards amongst Informatics Professionals.

Outsourcing Association to be Founded in Central and Eastern Europe


Budapest – 21 October, 2008 – Outsourcing Associated bodies and Branch Associations from the Baltics, Ukraine, Hungary, Bulgaria and Romania consolidate their resources and established Central and Eastern European Outsourcing Association (CEEOA) with the purpose to promote CEE region as competitive alternative to other Global offshoring destinations, and to increase services delivery quality and volumes under recognized standards.

Central and East European (CEE) countries are very small players in the Global market for IT and business process outsourcing. Lack of international trade practice and modern business management competencies by CEE vendors are among the factors keeping CEE region from realizing considerable opportunities created by globalization.

Therefore CEEOA strives to attract considerable attention to the region as an offshore outsourcing location, along with thousands of qualified graduates entering the marketplace each year. Service providers in these countries offer geographic proximity combined with cultural and language affinities, constantly improved business viabilities and services delivery capabilities, and openness to collaborate. The macro economical and political environment is stable, infrastructure is well developed.

Baltic Outsourcing Association (BOA), Ukrainian HI-TECH Initiative, Hungarian Outsourcing Association (HOA), Employers’ Association of the Software and Services Industry (ANIS) from Romania and Bulgarian Web Association (BWA) joined their forces with the purpose to best avail opportunities given by globalization and promote CEE region‘s competitive features in order to capture large share of the global market for IT and business process outsourcing (offshoring) services. CEEOA intends to achieve these Objectives with the use of different marketing communication tools as PR, ATL and BTL activities, and the establishment of standardized certifications of Vendors‘ qualification. Besides initiating permanent researches to follow the main indicators of outsourcing, political, economic, and investment market features, Association wishes to maintain value added relationship network with associated outsourcing industry bodies, chambers of trade and industry and professional associations globally, while creating a single information flow promoting and sharing the best practices, expert information and research findings, benefits and innovative solutions in the outsourcing industry from CEE.

Central and Eastern European Outsourcing Association has already accomplished the project ITONews.eu (http://itonews.eu) – information platform, the main aim of which is to create the single information flow from CEE countries and to serve as a meeting place for outsourcing services providers and buyers.
