Central & Eastern Europe it Outsourcing Review


Kiev, May 6, 2008 – By the results of the “Central & Eastern Europe IT Outsourcing Review ‘2007”, conducted by Ukrainian Hi-Tech Initiative with the support of information portal ITONews.eu, Baltic Outsourcing Association (Lithuania), Employers’ Association of the Software and Services Industry (Romania) and JNN Consult Ltd (Bulgaria) – in 2007 IT Outsourcing market of the Central and Eastern Europe reached a volume of 3 bln. US dollars.

The research was conducted in August-February 2007-2008. National IT associations, as well as the largest IT companies, from 16 countries of the region responded to the survey. The main goal of the research was getting a whole overview of the potential of CEE as a cluster of provision of the nearshore IT outsourcing services for the EU countries and offshore outsourcing services for the USA.

The research examined key development indicators of IT Outsourcing market in Central and Eastern Europe region: market volume, number of professionals, number of IT companies providing outsourcing services, cost of one professional for the end customer. Independent experts Christian Berner, Natasha Starkell, Parvis Hanson, and Maryna Yaroshchuk provided their views on the IT Outsourcing markets of Central and Eastern European region.

In accordance with experts’ opinions, main indicators of IT Outsourcing industry development take Central and Eastern Europe to the level of such global outsourcing centers as India, China, and Russia.

The data, presented by the largest IT companies and national IT Associations showed that in 2007 IT outsourcing market volume of CEE region reached 3 bln US dollars. Among 16 examined countries, the leading in market volume were: Ukraine, Romania, Hungary, Poland and Czech Republic. Ukraine, Romania, Belarus, Poland and Bulgaria were in the lead regarding the number of IT companies. The attempt was made to calculate also minimum and maximum annual cost per service of one IT professional for the end customer in each of the countries. Among the most “expensive” countries were Poland, Hungary, Romania, Czech Republic and Estonia. Ukraine, Romania, Belarus, Hungary, Bulgaria were the countries with the greatest number of IT professionals involved into IT outsourcing less the administrative personnel.

June 8, 2010 – Bucharest – IBA Group, one of the largest IT service providers in Central and Eastern Europe, has become the hundredth company registered in the catalogue ITOlist.eu. Among the hundred registered companies which provide outsourcing services, there are 33 companies from Ukraine, 25 companies from Romania, and 10 companies from Belarus.  The Central and Eastern European (CEE) region is one of the most fast-developing providers of nearshore IT outsourcing services for the EU countries and offshore IT outsourcing services for the American and Asian countries.  

A major objective of the catalogue ITOlist.eu is to create a full base of IT outsourcing service providers from Central and Eastern Europe that will allow consumers to facilitate the search of the right partner. The catalogue ITOlist.eu includes company profiles with information about companies, their services, technologies, clients and projects. The providers are able to add video presentations and publish advanced company profiles. The clients are able to use the multilevel search, view provider profiles, send requests for collaboration or IT projects implementation.

Hungarian Outsourcing Association (HOA) together with Baltic Outsourcing Association (BOA) will partner the Ukrainian Outsourcing Forum 2007 (http://www.outsourcing-forum.com.ua) – the annual IT business forum aimed at coverage and development of Ukrainian software and outsourcing services market.

This year the Ukrainian Outsourcing Forum is going to be held for the fourth time on the 1st and 2nd of November in Kiev.

The Forum is aimed at boosting the software development and outsourcing services market both in Ukraine and Eastern Europe. A separate session of the Forum will be dedicated to the discussion of the global trends in IT markets and current issues of IT outsourcing.

The Forum organizers are the Ukrainian Hi-Тech Initiative (www.hi-tech.org.ua), an alliance of the leading Ukrainian IT and BPO services providers, and marketing communications agency “PR Kvadrat”, an organizer of the large scale and specialized PR and BTL events.

CEEOA are to host a set of webinars on presentation of IT outsourcing potential of the Central and Eastern European countries


16 December, 2009 –  Kiev – Central and Eastern European Outsourcing Association are to host a set of webinars designed to present IT outsourcing potential of the largest countries from Central and Eastern Europe. The webinars are scheduled for January 2010 through March 2010 and will provide the presentation of  the opportunities for IT outsourcing development in the countries of the CEE region – Ukraine, Romania, Hungary, Lithuania, Poland, Bulgaria. The national industry associations will host the separate webinars on each country presentation.

The main objective of the webinars is to popularize the Central and Eastern European region as a provider of offshore and nearshore outsourcing IT services. The participants of the webinars will be able to receive the detailed information about each country from the region, learn the advantages of business setting up and development in the countries, level of attainment and number of the graduates of IT professions. The speakers will present the main centers of IT outsourcing in the countries and the most significant case studies.

The webinars are intended for  the audience of outsourcing services consumers, who are looking for the opportunities to collaborate, set up R&D offices in the CEE countries, and those who are interested to start working in the IT outsourcing industry.

Mr. Saulius Masalskis, Chairman and Managing Director of Baltic Outsourcing Association, noted, “It is our first series of online presentations on the general overview of the CEE countries, but we intend to hosting the webinars on continuing basis with the detailed reporting about the separate market segments and presentations from the leading CEE companies. Council of European Informatics Professional Societies is supporting “Central and Eastern Europe IT Outsourcing Review 2008”


“Central and Eastern Europe IT Outsourcing Review” is the project of the Central and Eastern European Outsourcing Association (CEEOA). The main objective of this research is formation of the complete view on the potential of CEE region – the promising cluster for nearshore IT outsourcing for the Western European countries and offshore IT Outsourcing for the US.  “CEE IT Outsourcing Review” is one of the few public researches which covers the situation on IT outsourcing market in the Central and Eastern European countries and is a good information source for those who are willing to find IT outsourcing services providers in the CEE region.

As a professional body, CEPIS is actively involved in promoting Professionalism in IT practice amongst its Members. This occurs through regular European-wide events and specific publications including UPGRADE , the computer science journal for informatics professionals CEPIS is committed to supporting the development of Education and Research into Informatics in the academic field and the promotion of Professional Skills certifications, including EUCIP. These three focus areas of Professionalism, Education & Research, and Skills form the core activity of CEPIS in achieving its mission of improving and promoting high standards amongst Informatics Professionals.
